This Heads of Agreement has been prepared as a guide for the conduct of the annual South Australian Football and Netball Sports Carnival. It has been developed under the authority of the Office of the Commissioner for Aboriginal Engagement, Department of State Development and adopted through consultation with key stakeholders and delegates from participating communities.
Its purpose is to provide community delegates with a document which details the rules, regulations, forms, the laws of the game and the codes of conduct etc. relevant to the conduct of the Sports Carnival. By adopting this document as the official Heads of Agreement it enables the Carnival to be conducted with uniformity and consistency in approach and application, to provide certainty and clarity, and to guide and bind all those persons and delegates and committees and officials etc. of any kind who are directly and/or significantly associated with organising and/or hosting the Sports Carnival.
It is a “living document” meaning its contents can be reviewed, decided by the governing committee of the association and facilitated through the agreed consultation process, at the annual delegates meeting but its application must be adopted as the official guide during the State Carnival.
